JUST what is Los Angeles County Sheriff Lee Baca up to these days? To hear some members of the county Board of Supervisors tell it, serious financial mischief. Supervisor Zev Yaroslavsky says that in an effort to stave off federal intervention, Baca created 285 phantom positions in the department, then “filled” them by spending massive sums on overtime. The supervisors take issue with such antics, seeing that it’s their job, not Baca’s, to make the budget. And they want to know what, exactly, Baca has done with the extra $250 million they’ve given him over the past three years to address jail problems.
